40 HP fires on 1 cylinder only

Hello all,
I have 1992 40 hp electric start tiller handle model Evinrudemotor. My problem is I only have spark on the bottom cylinder, I tried swapping plugs, wires and I still get nothing on the top cylinder. Any ideas as to what the problem might be and how to troubleshoot and repair it?

What do you mean by switch the coils? Do you mean replace the coil?

Looks like you have a coil pack on there(One unit for both cylinders). So yes, replace the coil..Normally either it's the coil or power pack. Coil being alot less than the pack cost wise...
