40 HP Force High Idle

I need some suggestions. I have a 1994 40 HP Force two Cylinder. My problem is a high idle. It idles at 1100 RPM and I can't get it lower. I backed the idle screw off so the throttle cam doesn't touch the carb throttle plate linkage. I put a little hand pressure on the throttle plate linkage to be sure it closes all the way. I took the carb off to see if the throttle plate was hanging open a little, it seems to close all the way. I'm stuck! Any suggestions would be helpful.

Timing may be too far advanced. Check that the carb and timing are synchronized properly then set timing to specifications.Your specs should be right on the flywheel. Understand that idle speed is set with the engine in forward gear, in the water it should be around 700-750 RPM. Idle speed in neutral will be higher, quite possibly around 1000 RPM
