I've got a 40HP oil inject Evinrude on my 17' bass tracker. Its propped 11-3/4", 17pitch. What is the max RPM I should run the engine at for normal cruising?

I ask this because the engine currently has no problem reaching 6000RPM, but that just seems high to me in any situation, and particularly with that prop.

That engine likes 5800 rpm and even 6000 won't hurt it. If you are getting those numbers with a light load, I'd leave it alone as it would be to your benefit in heavy load situations. You can always throttle back a little. But if you change things and now begin lugging the engine, you can't throttle up to compensate if you are already at WOT. My previous boat had a setup similar to yours and it ran 5800 - 5900 RPM on long runs for eight years with no issues whatsoever.
