What options are available to modify my 1985 40hp evinrude to 50 or 60 I understand there powerheads are the same

They may share the same displacement. They may or may not share; Blocks, Heads, Pistons, Reeds. Exhaust Tuning, Carbs, and some other parts. It is usually far easier just to get a higher HP engine, than to try hopping an engine up, usually cheaper too.

have thought about this also, looking at parts break downs, one big difference is high speed jet size, but have wondered if the carb throat sizes are the same,

If you are looking at parts break down, see if the carb bodies are the same part number. There are carb part break downs and your answer is there...
