My 40hp force 2 stroke will not stay idleing. If i give it a little throttle it will try to rev higher. Then when it comes down it dies. Also it makes a popping sound when it revs high. Is it a fuel problem or carburetor problem.

Sounds like the carb needs to be adjusted.
The air/fuel screw. Turn it in till it just bottoms "GENTLY"
Then out 1 and 1/4 turns.

Start and then adjust when warm.

Sounds like your problem is in the carb. Whether that is merely an adjustment or not, only you can determine. If adjusting doesn't solve your problem, remove it and disassembly the carb and install a carb kit after thoroughly cleaning it with carb spray and compressed air. But you have to remove everything to clean it properly. Post your results on here for us to see what you've discovered... JMHO!
