45 hp engine fire

I bought this engine and the person said it had an electrical fire , it looks like he put an automotive solonoid in and it shorted out some wires(by the blue clip) by rubbing against them..Can anyone identify this burned out piece by the oil filter? Thank you.

Well i figured it out, after some detective work, looks like the guy hooked up the solenoid wrong, and /or the tilt control relay corroded and shorted out.
