45 HP Mariner will not idle or go fast?

1986 45 HP Mariner<br />I put in new sparkplugs, same thing.<br />I have a water seperator/filter on the fuel line. After changing the plugs and got no results I ran the fuel line dirrectly to the engine from the tank. Same thing.<br />Is there a fuel filter in the carburator? Is it electrical?<br />The engine surges some times on it's own with no movement of the throttle for 15 seconds or so then slows back down to where it was.<br />It does not sound like it's missing untill I try to idle it and then it does start missing and dies.<br />Any ideas?<br />Joe Templeton <br />Pensacola

I found the fuel filter under the engine cover, took it off, it looked like new.
