Your questions are very cryptic and I apologize if I'm dense, but I'm still not really understanding....
Where are you finding this "number reference" of 13 inches that you are comparing your measurement to? I did a search for the prop part # you provided, and I came up completely empty...like maybe you have a typo in it?
As for your motor serial number question, it would be helpful if you were to share with us the year/make/model/HP, etc...or a photo. We have no idea if you're asking about an outboard or an I/O.... And also you would do better with that question if it was placed in the appropriate repair forum for the brand of motor, instead of putting it here in the propeller forum.
What is your objective? Are you shopping for a new propeller? If yes, you have a 19 pitch prop. And your tape measure doesn't lie regardless of whatever specs you are reading, so it must be 13 7/8" diameter as you meausred. So just use those specs as a baseline, and shop for a new prop from there...
