In the 1991 Service Manual, the Special Torque Chart on page 4-3 shows that the exhaust cover screws should be tightened to 60-84 in. lbs. The text on page 4-26, step 27 indicates 25-35 in. lbs. I'm pretty sure the lower number is correct, as I once snapped off a screw head using the chart. I have previously posted about this error regarding years '87-'90. My recently acquired '91 manual has the same error.
Also,if using the parts diagram to assist in reassembly (as I also did), be aware the the throttle cam assembly is shown reversed in the drawing.
I'm surprised that these errors were not noticed and corrected through so many years of publication, so if anyone thinks I'm mistaken, I'd be glad to know it.

Hmmm, that is odd. I know that there is a chart that tells you what size bolts can take what amount of torque. All depends on size and grade of steel/metal. Check it out and it should answer your own question. If the head bolts are designed for around 60-75 in. lbs. I can't imagine the exhaust ones being anywhere close to that! http://raskcycle.com/techtip/webdoc14.html
