5.0 Carburated Mercruiser will not accelerate while in gear

I really need some good advice on how fix the issue that is described in the title. My boat is a 2007 bayliner with a carbureted 5.0 mercruiser and a Aplha 1 drive. When the boat was put in the water in the spring the boat was sluggish when taking off and has never been able to reach high rpm's 4500-5000. The boat basically stop accelerating and get stuck at 2000-3000 rpm's. Below is a list of things that I have already done to fix this issue.
1.Checked the gas tank vent.
​2. Bought new gas and ran the motor from an different tank of new fuel.
​3. Replaced the fuel water separator filter
​4. Tested the fuel pump pressure. Pump reached about 8psi
​5. Rebuilt and soaked the carburetor. During the rebuild the carburetor look very clean. Replace the fuel filter on the carburetor. The old one looked perfect.
​6. Removed the thunderbolt ignition and replaced it with a AC Delco voyager ignition. All brand new parts. Base timing set @ 10tdc.

At this point I do not know what else to do. Please help. Thanks,

What is the total ignition advance? Voyager I think gives 26 deg total at 3000 or so rpm.

Did get filled with water during storage ?

When you were cleaning the carb, did you run a fine wire thru every passage?
