Gents,

I don't know much about pulleys and engines, but how do I get this thing off to clean the rust off it?

There's tools called strap wrenches that would wrap around the pully to hold it, but I'd find a large screw driver with a square shaft and I'd use it to go across the heads of the screws to hold it in place while I loosened the bolts one by one. frankly, I would concider putting the belt back, start the motor, and CAREFULLY holding a piece of emery cloth/sand paper on the pulley and let the motor do the work. Don't do anything you're not comfortable with. Your hands are important.

ah ok, I have a strap wrench i could try it tomorrow after letting the PB do its magic. As for using the engine to sand it, I planned on sandblasting it to get all the gunk off and repainting (we have an auto hobby shop where I work), and yes, I need all my fingers!

The bad thing is no matter what you do to the pulley it ain't gonna help.
Replace it.
Once rust starts it ain't gonna stop.
Unless you can take it to a machine shop and cut it down past the corrosion.
