5.0gl only turning 3800-4000 rpm at wot.

I have a 2001 5.0gl with a 19"pitch 3 blade prop that only runs just shy of 4000 rpm at wot at 40 mph. This is a 20ft ebbtide campione that should atleast 45 if rpms were correct. I have checked and made sure the throttle linkage is bottomed out at wot but what else can I look at before changing props. I feel that a 19" is sized appropriately but I am not an expert at all.

I have a duoprop running F4 props on a 21' 6" 2.2 ton Cranchi that gets to 45 mph at 4800 rpm with the same motor.
We could do with a little more detail.

Took the rear seat out so I could hear the engine running. It sounds like it's a lean issue to me due to slight backfire in the carb at 4000. New fuel filter and no water in fuel. I am going to check the fuel pressure
