5.7 GLI fuel pressure

I have 1997 a 5.7 GLI. I have tried to search the forum for this answer but can not find it. We installed a new Mercruiser Reman Long block with all the Volvo externals. The engine will only run with at least 25 degrees initial timing. We tested the fuel psi and it is 14 which seems low to me. We did check the timing mark with TDC and it is dead on. Can anyone tell me what the fuel PSI should be? Both pumps are running.

No Title

Looks like 5 +/-3 on the low side and 11 +/-2 on the high. I'd start looking at the spark side.
