5.7 mercruiser deck boat

Hello all, I have a 2005 5.7 Tahoe 215 deck boat with a 5.7 mercruiser. Everything works as it should except I’m only getting about 3900-4100 rpm WOT. It does about 43-45 mph with trimming the motor and everything. Inboard,outboard. I suspect this isn’t normal. Can anyone give me a range on what RPM’s I should be seeing. Elevation is about 3000 ft. Sorry if so vague. Any questions and input would be greatly appreciated. Thanks.

Max rpm at WOT for that motor is 4200-4600.
Is this a new to you boat? Did it ever work better?
What prop do you have on it?
You may have to prop down to get the rev's up to where they should be at WOT.
