When I mounted my motor this past summer I noticed what looked like gas or oil on the water surface around the back of the boat. I remove the motor due to concerns about polluting the water. What would cause the motor to do this or is this common with older motors?

Not just common, dlhill. Predictable.

If the sheen appears without you running the motor you may have a small fuel leak, but if you have run the engine unburned fuel and oil from the exhaust will give you the "shining water".

The easiest way I have found to find a fuel leak is to hook the tank up and start pumping the bulb, the pressure should make the leak pretty easy to find.
I had a similar problem and it turned out to be a crack in the fuel pump base, never would have found it without doing this.
Good luck.

If you are worried about the environment, which is a good thing I will add, look into bidegradable oils to pre mix with. Be careful about pumping that primer bulb too hard though....
