50 amp circuit breaker critical tip start?

I replaced my starter and alternator on my 99 mercruiser 5.0 and when I went to try it I only heard fuel pump followed by a click coming from this badly damaged circuit breaker at top of engine. Not sure perhaps I put too much pressure on it during my repairs. Would it be critical for the starter to turn or will I also likely have to diagnose power issues to the new starter? Thank you!

tricky question. starter spining but not engaging flywheel starter not doing anything starter making a loud clunk
