50 yamaha-limited rpm's

have 50hp yamaha 08 2 stroke. starts & runs great up to 3100rpm's then like a governor kicks in.runs smooth but won't go past 3100rpm's..any ideas?

whats the idle speed and who made the tach and did it ever run at 5500 ?

rodbolt--it idles @650rpms--carolina skiff factory tach--yes it ran at 5500rpms
