50HP VRO Perplexing issue

Greetings all!

How should I start this saga? This little toy is new to me this year. 1985 50HP VRO, on a 14ft Sunray runabout. Bought it cheap ($800 for everything, w/EZ Loader roller trailer). Have pulled both carbs and cleaned thoroughly, and installed new float bowl gaskets. New fuel lines; new tank. Have bypassed the VRO oil side by plugging it @ the pump and run straight 50:1. Have had it in the water 6-7 times this season, but it has never run quite right. Initially, it would run like a champ until 2/3 throttle, then bog out until you backed off. Made WAY too many changes to the spark advance and throttle linkage setups (in retrospect, NOT the smartest idea, as I lost track of my changes and couldn't establish a baseline for troubleshooting). After some of these changes, I could get her to dance across the water @ WOT, at the expense of the same bogging @ low throttle. What I have established is this: I am partially flooding my top cylinder. Start it; idle it (poorly); pull the plugs...top jug is wet (not soaked); bottom is dry as a bone. I have ruled out the plugs, as I have swapped them and the same thing occurs. Ditto the coil leads. I can't actually swap the coils, as the bottom coil (which controls spark to my top, troublesome, jug) has been replaced at some point, and doesn't have the same connections as the top coil. Additionally, I appear to have a very small amount of fuel pooled in the throat of the BOTTOM carb, but not the top. As the bottom jug isn't flooding it's plug, I'm totally mystified at this behaviour.
Any pearls of wisdom out there?
I should add that I am backyard-mechanic handy with 2 & 4 stroke engines, but by no means a marine mechanic (guess I wouldn't be, if I was posting here for help!)
I can provide as many pics and videos as anyone would like, if it helps resolve this issue.

Where are you pulsing the fuel pump from? Could you have a bad diaphram in the pump causing excess fuel in the cylinder.
What is your model number?
