The coils are dragging on the flywheel magnets.

1. The coils are not adjusted flush with the machined edges on the armature plate, OR
2. The armature plate is flopping around loose. Maybe excessive wear, or broken, or the retaining ring is upside down (it goes flat side up). OR
3. The flywheel is bent from use of an improper puller OR
4. The flywheel is cracked or smunched way down too far on the shaft from tightening the nut with an impact wrench.

I've seen #1 before. #2 rarely. Never 3 or 4. I guess I need to work on more engines!

I bought a 30hp johnson one time and someone had I guess used a homemade puller or something and ran the bolts right down into the coils
