57 Evinrude 18hp Hard to Pull

I just bought a 57 18hp fastwin that is in great shape (fresh water only) and just finished rebuilding the carb. When I try to pull the starter cord, it is hard to do and takes a decent amount of effort. I am wondering if this is normal and wondering where I might start? My 59 Johnson 10hp is much easier to pull than this. It does pull easier when the plugs are out, but it is not effortless. The starter coil seems to be in good shape, just not sure if there is adjustments that can be made in this. Thanks in advance for your replies.

If it's been standing a while that is fairly normal.Mine is hard to pull after a rest.Lay it downn so the plugs are uppermost,remove them and squirt a little Two stroke oil in the plug holes and turn the flywheel by hand to spread it around,If it's hard because the bores are sticky this should help but after you've turned it over a few times it should get easier. Once you get it going it should free itself up properly.Some Seafoam in the gas will help.

Grab that handle with both hands and haul on that rope. It is supposed to be hard to pull. As long as it pulls freely with the plugs out, it is ok.
