You set the carb adjustments for smoothest and best running, not fuel economy.

ok thanks slow speed set at 2 and high speed set at 3. Is that to lean?

The numbers on the knobs are meaningless. You should adjust for smoothest running, then take the knob off and put it back on at half scale. That is, if the range is 1-10, put it on at 5, which is then "normal". But if you put it back on at 2, then 2 would be "normal". See what I mean by meaningless?
