5hp for 3.4m soft bottom inflatable?

Im wondering if a 5hp is enough to handle tide and winds for a 3.4m hard floor inflatable keel with 2 adults? No looking to plane clearly, just to displacement to get around headlands for fishing and freediving. ie slow A to B.

Seldom will be in anything over 10knots and the tides are usually fairly tame.
