6 H.P Chrysler (1977) Water Circulation issue

Im working on a 6hp Chrysler and the complaint is it doesn't pump water at high RPM so i removed the leg and the water pump was fine no wear or damage to the impeller or housing (fyi this has been a river engine so its very clean and tidy) so ive now turned my attention to the water pick up, attached a garden hose to the copper water tube to test the water circulation and water comes back down the exhaust as it should..... but only just spits out the exhaust relief port (pee holes at the back) im not sure if its blocked up or perhaps a outlet grommet under the power head has partially melted restricting flow.. does anyone have experience with this little baby

First how old is the impeller?
Looking good and being good can be 2 different things.Pics?
Any impeller older than 2-3 years can have a set to the vanes and it won't pump right at high speed.
Is the copper tube loose in the fitting?
What kind of wear on the stainless plate and in the housing?Pics

Thanks for the reply, the impeller was about 10 years old(looks fine) no wear in the housing or the S/S base plate the copper tube is tight... I've ordered a new impeller... I was just a bit concerned about perhaps a blockage at the exhaust releif where the water spits out but hopefully the new impeller fixes it
