Sounds like it's probably a fuel issue. Make sure the o-rings on the fuel hose are not leaking air. Confirm vent is open, and fuel pickup strainer is not clogged. Make sure the carb bowl is getting fuel: Prime the hose, then open the carb drain; should get a couple of ounces of fuel out. If not, check that you don't have a stuck valve in the fuel pump. If that looks OK... since you did not do a carb soak, you may have varnishing in the internal passages of the carb. Take the carb off again, completely disassemble it (including jets and the emulsion tube nozzle), submerge all non-rubber parts in real carb dip (available at auto parts houses in 1-gallon cans) for 4 hours, then blow out all passages thoroughly with carb spray. Finally, reassemble the carb, paying particular attention to float height. While the carb is off, flush out the fuel lines, pump, and filter (maybe change the filter as well if any question as to its integrity).
