Can anyone refer me to a blowup picture showing the components of the steering mechanism where the cable connects to the engine?

The particular model year would be a BIG help. In other words, does it have a tilt tube? If so, the cable runs through that, is secured on the starboard side, and connects to the drag link on the port side...

But, we don't know that...

It is a 1992 model. The steering cable comes in from the starboard side. I would like to see how the pieces fit together so that I will understand how to take it apart without damaging it. I disconnected the cable and the steering wheel turns fine but does not budge when connected.

Your cable is frozen in the tilt tube. Disconnect the drag link on the port side, back off the retaining nut on starboard, and shoot some PB Blaster in on both sides, hopefully this will help. Do this several times over a couple of days.

You may end up having to pound the cable out from the port side if all doesn't work as planned. Been there, done that!
