60 hp Johnson will not plane

I have a 17 ft skiff with a 60 hp Johnson 4 stroke that will not get on plane with 3 adults in the boat. I have a 13.25 x 17 ss prop on the motor is this the wrong prop for the motor? Any advise would be appreciated

When loaded with 3 adults won't get above 3300 rpm or so with just me on the boat about 4600 rpm

Check the plugs,Check each plug is firing. Check that the throttle opens all the way.
Check compression.Is the timing set right and advancing as it should?

If all what's mentioned is OK, Check that actual prop is working 101% spot on, perform a prop hub test to check prop physical condition. Independently check if having water splashes out or over transom, trim must be set for OB and anticav plate to ride parallel to water level when on plane. If with 3 up it's hard to plane, place a boater up front and make the splash test on flat calm no wind water cond.

If all it's ok, need to drop pitches to pull wot revs up to 5500-6000, assume are factory wot rpm range for that 60 HP.
