The motor won't start when the motor is cold, I can here the choke solenoid clicking but I'm not sure if it is actually doing anything. I can spray a little ether in it and it will start right up and will start right up every time the rest of the day. It's almost like the choke isn't working. I would appreciate any advice I can get

have a friend look at it while you activate it
are you using the primer bulb before starting

Mercury has been making 60hp outboards since 1957. Believe it or not, they are not all the same, carbed, EFI, 2 stroke, 4 stroke, you name it.
Can you help narrow it down a bit?

Keep using ether to start the motor and you will be looking for a new motor. On a two-stroke, ether removes the oil from the cylinder walls. No oil = damaged engine. Put some pre-mix fuel in a spray bottle and use that instead. Or just fix the motor or alter your starting procedure so it does start.
