i have good volts up to the key and ground post on the solenoid. the key only has 9.Xv when trying to start and the ground has 2.Xv. is it bad wiring or bad solenoid? any help would be appreciated.

??? What is the voltage on the output side (cable going to the starter) of the solenoid when you turn the key to start?

First off, have your battery load tested and then clean and tighten all battery connections on both the mtr and the battery.

How did you measure 2.X volts? Not saying that is impossible, but that is impossible. Ground is zero volts And if your battery is only 9 volts, it is dead.

the battery has 12.8v the connection on the solenoid where it goes to the ground only measures about 2.4v and THE CONNECTION ON THE SOLENOID GOING TO THE KEY READS 9.Xvolts
