I think, you might be talking about the little post in the gear case bearing housing that is used to align the bearing up on installation. If so, I don't know of any particular way to remove it if it's worn flush with the housing (they can be pulled out with pliers when proud of the housing surface), you may have to use a very small drill bit to get it out, then reinstall a new post of the same/similar size. Make sure that if you do get a replacement post it's not too big to fit into the receiving hole in the hearing housing.

I think that is to position the 2 halve when they are assembled.I don't think it is necessary when your not assembling hundreds
a day.
If its not too hard you might drill a hole and tap threads and use a bolt to help pull it out.
If you can drill all the way through maybe you could use a bolt to press it out.

As a matter of fact, that little pin is to align the holes up, in the bearing and the gearcase, to allow the oil to get into the bearing. I believe it is also to keep the bearing from possibly spinning in it's seat. Most likely what happened, someone stighten the lower unit halves down and didn't have that bearing cap aligned with that pin and it got pressed deeper in it's hole, as a result. This happens a lot. If you look carefully around your bearing cap, you'll probably find a small indentation, from that pin.
