There is a spot on the recoil where it could leak. ---Easy fix for that gasket.----Explain where it is leaking.

Like as the water rises around the outsides of the motor, it rises simultaneously inside the motor. It rises inside the housing and around the components as it rises. I was wondering if it was supposed to have water in there or not.

Are you sure your water tubes were lined up on reassembly?

There should be no visible water leaks under the cowing.----Since I can not see your motor you can post pictures.-----There is a rubber exhaust hose from block to the cowling.----Is it in place ?----Pictures or clear explanations can help you.-----Have about 10 of these 9.5 models so they are not a mystery to me.

Well if it isn’t supposed to go around the internals I don’t want to allow water where it’s not supposed to be. There is nothing to prevent water level equalizing between inside and outside the cowling. There is a rubber flap sort of a seal in there, but not water tight.img040 (2).jpg

If I’m understanding this correctly it sounds like you have to much water in the barrel. Maybe even covering your exhaust so you may be pumping water just fine but you can’t see it.
