65 hp Evinrude no spark on one cylinder

I was not getting spark on the #2 cylinder. #1 and #3 are firing fine. I checked the coil and spark plug wire. I also checked the Stator. I thought it was the power pack. I got a new power pack. When I installed it and checked spark I now have spark on #1 and #2 not #3. Does anyone have any idea why this is?

I think I found the problem. I did a sensor coil resistance Test on the timer base. The specs in the manual say the reading should be 17 ohms + or - 5. And if it does not read in spec at each connection then the timer base needs replaced. All connections are in spec except for one. The is one connection that has a zero reading. So if I am following the direction right I need a timer base.
