65 Mercury Should I or Should I not?

I have a 1974 Mercury 65 hp 3 cyl. motor that I pulled off my boat about 2 months because the boat had sat for 9 years with out any gear oil in it...on top of that some one decided they wanted to work on it and pulled the carbs off of it then left them off for another year. This motor is seized up I can turn it by hand with wd-40. My question is should I rebuild this thing, or should I just part it out, or just throw it away? Any one had any expeirence with this type stuff let me know and tell me what you did.
Thanks,

I would do what needed to check compression. Even if only hand cranked. Add some kind of light weight oil to the Lower unit. Turn it a couple times then drain the LU and look for rust in the oil. If you have above 90 psi compression I would fix it.

If you are going top throw it away let me know.

Lower units from Mercury 40hp (twin) and 50hp (four cylinder) motors will bolt on. The gear ratios will be slightly different, but you can just get a different prop.

You definitely want to change the water pump impeller. They're pretty light-duty on that lower unit, and after 9 years of sitting probably not trustworthy.
