65hp Evinrude slow

Just got a 1972 eveinrude 65hp. Motor seems to be under to much load an doesn't want to top out. Linda seems to be running rich. Its not oil injected anymore the fuel is pre mixed. Any ideas of what could be causing it to not top out

check this and then move on to the carbs high speed jet prolly clogged read my post i just had that issue heres the link
