'66 evinrude charging problems

Hi guys. Im running a '66 80hp selectric shift and my ampmeter reads goes from zero at idle to pegged at +20 WOT. It started a few years ago sporadically jumping up for a few min then going back to norm. Lose several hundred revs when it does. Now as I throttle up it goes up and stays there. Checked wiring for chafing , bad insulation and couldn't find anything. Do I have a bad ampmeter? Regulator? I Checked shift wires to lower unit-no shorts there. Any ideas?

Sounds like the rectifier is shot. same thing happened to me a couple yrs ago on my '89 40hp. Try replacing it.
