67 Merc 9.8, tell tale flowing slow

I just bought this motor and it was not pumping water at all. Replaced impeller, pump was fine. Now it is pumping water but not much. I only ran it in a bucket for a couple minutes so not sure if once i get on the water it will flow better. Basically my question is is it normal to be flowing slow in a bucket and if not what else should I look to do? Any help would be great, this is my first outboard.

Easiest thing to do is take a pipe cleaner and deed it through the "pee hole". ive seen these packed with dirt many times. if that driveshaft is turning and that impellar is new then the water as no choice but to hit the block
