68 evinrude fastwin 18hp surging and sputtering

ive had my 18hp fastwin for around 4 years now and ive always had the same issues. it will idle all day long but shakes no matter what the setting is on the slow speed needle(unless i stall it out with it too lean). it runs great at 1/2+throttle and at full throttle pushes my 16' boat usually around 19-21mph. at partial throttle, usually at speeds from 4 to 8mph where i like to cruise from the boat launch i frequently use, it surges and spits and sputters. it bogs a little when i give it full throttle. ive got good compression and ive rebuilt the carb twice with no change to my issue. it also got a complete ignition rebuild this year. heres a video of it from yesterday showing the issues if you turn up the volume a little bit. yes i know my recoil is gone. i got pieces of plastic on the first pull a few weeks ago so i just start it with a rope. first pull every time :) thanks for all of your help in advance. http://www.youtube.com/watch?v=Kpv6UYzfHnM&feature=plcp
