'68 Starcraft Jupiter project, power Question

Hello everyone!
Purchasing a '68 Jupiter V16 back east and trailering to Utah.
This is going to be a project boat but the idea of purchasing it NOW is the hope of getting some use out of it this summer before the resto begins in the fall!
At issue is the 28 Horse Johnson 2-stroke (1988) that it is currently equipped with. The motor is supposed to be in great running shape with a recent overhaul and very good compression in both cylinders... but I'm concerned if the 28HP is nearly enough to move the boat at any decent level of fun befor I'm ready to spring for a 60-80 Horse next season!?
If anyone with some more experience has an idea... I'd greatly appreciate the input!

With a light load, one small person it may get up on plane, but sure won't break and speed records.

Try it,,, I'd not buy another until you finish the restoration...

I have a 16' Nassau, wouldn't think of putting a 28 on her.
It had a 50, which was plenty, but modernized, and ended up with a 75 hp.

Your boat is light, maybe 450-500#, so you will get on plane, an run about 20 mph.

Depends on what you consider a "decent amount of fun".
