69 25hp evinrude choke/bell crank spring replacement

hey guys, i'm having trouble installing the 2 choke springs,(315239, and 315241). do they need to get another coil wrapped around the shoulder screw? or just inserted as they are? also the schematic in the omc parts catalog, the washer looks like it goes on the outside. this is wrong, am i correct? it goes between the carb and the second spring or am i missing something? nowhere in the celic manual can i find a photo or info on the instal or orientation.

The springs do not require any additional turns.

The washer goes right up against the underside of the screw head.
