I just had my boat out on the water and I noticed a bit of milky looking oil running down the lower unit of the 18 HP. So I pulled the drain plug and the oil that came out was milky white. Same story with the 6 hp. Is that the color of the gear case oil or are they both blown and water invading them?

The lower units are sealed, if you have milky oil running out of the lower unit it might be coming out of the exhaust, over rich condition.
If the lower units were full but milky colored I would change the oil and install new fill/vent screw gaskets and recheck after another run.

The integrity of the seals doesn't last for ever. Have you pulled your props to check for fishing line on the prop shaft? If you have fishing line there it could be the source for water intrusion. Remove the coil of fishing line as if it is a sleeve, don't just grab an end and pull or it will cut your seal.
If it is not fishing line or drain plug seals you need to have your lower resealed.

I pulled the props and no fishline was in there. Is resealing these lower units a big deal? I am new to outboards and have only changed plugs and a impellar. Whats the real story?

If you drained milky oil out of the lower, seals are shot. There not very hard to replace if your a bit mechanically inclined. Some times a pressure test will let you know which seals are bad, your motors are older I would just buy seal kits for both replace em all.On some seals you will have to use some ingenuity and make a seal puller the shiftshaft seal, use a screwdriver and your imagination. When your stumped just ask here great bunch of people!

Do the EASY stuff first. Replace the drain/fill plug seals. Retest.

A word of caution. what ever seal you replace, take some emery cloth and scuff up where the seal rides. And if shaft is worn to bad, replace it if you have any doubt!

I think I will change the drain plug seals first as they look old and brittle. So, how do I go about getting fresh oil back in? Is there a certain kind of pump I need to get? Also, what can I flush the old oil out with? Last but not, what oil goes back in? will 90 W get it done?

yep yep make sure the engine is vertical on the boat (just like if you were out on the lake running it)and just pull both plugs out squirt oil in the bottom one using the pointy end on the bottle of 90w and have an assistant ready with the top plug when oil runs out of the top hole its full replace that plug and then pull the bottle out of the hole and quickly replace the bottom plug with a little practice youll only spill a drop or two but you gotta be quick ;P it also helps ALOT if you only cut just a tiny bit off the end of the 90W bottle tip
