That's certainly not typical. My 1992 J6RENM takes three pulls to start cold, but after warmup it starts instantly with a short pull of the rope. As far as I can tell, that's typical for those outboards.
I'd suspect an over-rich condition. Could be a mis-adjusted float.
Try starting with the throttle a little more open. If it starts easier with the throttle partly open, then that's probably the problem.
Also, there is a low-speed jet adjustment on the carburetor. You have to remove the cowling to access it. It's possible that it's set too rich, which would also cause more difficult starting when warm. You need to adjust that, with the engine warmed up. In small increments, with waits after each adjustment, turn the adjustment needle clockwise, about 1/16 of a turn, then wait. At the point where the engine starts to speed up, back off 1/16th of a turn. That should be just about right.
If the adjustment doesn't do it, then check the float level.
