Curious as to what was added to front edge of lower unit and what this cracked plastic vac line is for?

that is a speedometer pickup,most likely add because the addition to the bullet to make go go faster(LOL) plugged the original inlet hole

Normally the black tube would run to the top of the lower unit for the speedo pickup. Can you tell how that bullet thing was attached to the drive?

Maybe epoxied or such. Saw the defined line and thought I cracked lower unit at first. Can I just cap off the plastic line? The soft line to the little lever works speedo fine.

I'm guessing that the bullet addition and pitot were a kit that the two ports on top of the pitot is where the factory vac line went along with the yellow vac line, but previously owner drilled thru transom and went directly to gauge to fix issue since other line was cracked and broke when I wiggled it. Should I seal his hole and replace with stock routing?
