7.4 GI throttle problem or simply running out of fuel

Hi everyone.

I have not used my boat since june except few trips(i am in Abu Dhabi...extremely hot in the summer)fuel quantity was less than half with the needle moving left and right. I had some issues in those occasions.The engine started ,running smooth in gear ad idle for 5 mins then died.Tried to restart...after a while same thing.Towed back to the marina...next day started smoothly ,running fine cruising at 35 mph but it was not increasing rpm (no increasing sound)with further throttle forward movement.
Today ,after one month of absence, i started the engine at the dock... flawless...it quit couple of times then i restarted..no problem...started going in forward gear at idle....ok as soon as i icreased rpm they started decreasing then increasing as ...fuel was low.... tank now is showing 1/4 flipping left and right....am i running out of fuel because the needle is not correctly indicating the quantity?Can be some water in the tank since i haven't used the boat for long time?
Or a throttle cable?Fuel filter replace as well as sparks and air filter.Sorry about my english but as you probably undeerstood i am not an english native speaker.

Ayuh,.... I would suspect either yer runnin' outa fuel, or there's a fuel restriction somewhere, or it's just Bad gas,....

Or, all 3,....

Put some gas in the tank, 'n inspect the Contents of the filter for crud,...

I will check the fuel filter and i will refuel the boat...can fuel evaporate in the tank at very high temperatures? (40 degrees centigrades up to 47)although it is fiberglass and gelcoat?
i have a monterey 262,fuel tank is submerged in the hull

Problem solved....
fuel quantity issue...i was with almost no fuel in the tank.I got some fuel to reach the gas station ,loaded the whole tank and no issues all day long.The engine quit only once at idle when we were ready to go somewhere else but restarted after a couple of attempts.After that everything went fine.I assume that was due to some dirt sucked from the bottom of the tank when it was almost empty but of course any suggestion from you will be highly welcomed.

Now one moredoubt.Yesterday we were 5 adults and 3 children on the boat,full tank...it struggled a bit to get out of the water,let's say 1-2 mins before getting into plane... is this normal?Engine is 7.4 gi 315 hp outdrive dp-s 1:95 ratio

Nope, Not normal,... With all that time at the dock, I'd guess yer draggin' 'round a ton or two of sea life,...
