I have a 1974 Mercury model 75 (7.5HP) outboard that idles great and rev's up fine in neutral but doesn't seem to get to full rpm's when in forward gear.
Motor runs great just a little flat when I want to move out.
Could this be a prop problem, I believe it is stock issue.

Sounds like the throttle stop might need to be adjusted. That or you have too much pitch on the prop. What pitch is the prop?

Not sure what prop pitch I have but will check it out. Earlier today while running at half throttle the motor would quickly accelerate for a few seconds and then slow back down. Bulb is filled and feels full of fuel, would plugs run intermittently, wouldn't a bad pump always be bad?

Sounds like it could be an electrical problem. Inspect the wires for any bare spots that may be grounding out on your housing.
