7.5 Merc reverse lock engages in neutral

Gents,
I just finished replacing the reverse lock rod retainer clip on my 7.5 Merc. In forward gear it releases so the motor will tilt and engages in reverse as it should but it also engages in neutral. Is it normal for the reverse lock to engage in neutral not allowing the motor to tilt?

Yep..... Can only tilt the engine in forward gear... If it was unlocked in neutral, then it would kick up as you pulled the starter cord.
