70 hp Chrysler Outboard Not Turning Over

Hello friends from iboats. I picked up a 70 Hp tried turning it over today and she won't go. It almost sounds like my battery is dead which is weird seeing it's not and brand new, plus charged full. I take the plugs out the pistons move no problem so does the fly wheel.

Each cylinder has 100 psi

At this point as I move forward, any suggestions on trouble shooting.

New Starter, New Points and Distributor, plugs are getting spark, plugs are black, perhaps I'll buy new ones. They are apparently new.

1. do a load test on the battery.
2.Does the starter turn the flywheel ?
3. You can test a starter very easily, before you buy a new starter.
4. This sounds like a battery ground wire is loose,broken, disconnected, we made this mistake.

Take the starter apart and clean the base.
​You check the solenoid for power from the ignition?
Check the neutral safety switch and linkage.
