70 hp Evinrude outboard starter

I am looking to buy a 15' tri hull boat with a late 70's, early 80's 70 HP Evinrude outboard. I went to look at it today and it started up ok the first time, but when we tried it again the starter would spin but it would not go up and catch the fly wheel. After some wd-40 it moved up a little bit, but not far enough to spin the flywheel fast enough to start the engine. The guy is asking $950 for the boat and he says it was last used last summer and was winterized. It was also stored indoors. What kind of repairs am I looking and here and how much? Thanks for your help.

It may be just a bad battery or battery cable connections on the battery or the mtr.

I tested the battery, it said 12 volts. Could be the connections on the motor though

What's the voltage drop when cranking?

Did you just put a volt meter across it, which will tell you nothing, or was it load tested ??

the volt meter said 12 volts on the battery but I was not attempting to start it at that time.

Sounds like you need to clean both ends of the battery cables shiny bright and the battery posts very clean and then fully charge the battery before you try to start it. Battery should be carried to an auto parts store and have it load tested. Good luck
