When the owner says it needs "anything" you can bet it needs something else as well. Unless you can get an on water test or at least hear the engine run, assume the engine is junk and pay accordingly. Ask him why he feels the engine needs reeds? Reeds are metal and can do serious internal damage when swallowed and bounced around inside the engine. You can't see them without some disassembly so there is nothing you can visually inspect.
