70 johnson has very little power when full throttle

ran the boat yesterday no problems, last night tilted the motor up all the way without running gas out(dont know if i need to) today started out ok, very shortly after started losing power, put it in neutral then started again wanted to go at first then just lost power! runs fine at idle and in neutral when i give it gas sounds good but is not going anywhere mabye 5-10 mph! Someone told me that the carb floats mabye stuck cause i didnot drain the carbs,or fould plugs?PLEASE SOMEONE HELP ME OUT ,THANX!!

I tilt them all the time without draining carbs.
Do some simple tests first, compression and spark, those engines will idle pretty good with a dead cylinder.
If compression and spark are good, move on to the fuel system.
