70hp force cranks 3 times won't start

Any advice 70hp force 91bayliner Capri turn key cranks but won't start, newer battery clean terminals is starter bad, can't rotate flywheel by hand little hard, when I pull plugs flywheel rotates more, idk if fly wheel should have such a hard time turning, starter turns it 3 quarter turns at a time am I not getting enough power to get it going or is engine erased up idk, please let me know

Check, remove, clean, reconnect wires from battery to solenoid to starter.
Do the same with the ground cable.

If that doesn't do it, use a jumper cable and connect from battery directly to starter and see if it spins.

The starter could be dirty inside.
It's possible the compression on one or more cylinder could be low.
Do a compression test after cleaning the starter.
Like Rosco suggested clean the terminals and check the cables.
Load test the battery. Even a "newer battery" can go bad.
The jumper cable need to be at least a 4ga.if you try to jump straight from the battery.
