70hp johnson carb problems

I just put new kits in because fuel was overflowing into the airbox. I installed the carbs and squeezed the bulb to fill the carbs and gas was still overflowing out of the center carb.I took it back off and adjusted the float some more. Still the same problem. I have the float 3/4 inch and parallel as I can it get without exceeding the 3/4 in. mark with the float. What else could be causing the problem?

With the carb off the way to test it is to turn it upside down and blow in the fuel inlet. You should not be able to blow if the needle valve is closing properly. Which is usually why they leak. Is it a new valve and seat?

yeah everything is new. I just took it apart and adjusted the float again and put it on. The bubble is firm and no continuous gas overflowing. There was a little puddle of fuel in the top and bottom carb, is this ok? I'm waiting a little bit longer to run the engine so I dont wake the neighbors.
